In connection with the question
of the adequacy or otherwise of these salaries, it may be
pointed out that Mr. Chamberlain suggested with regard to
the first of these appointments, that of Mr. C. McI.Messer
to be Assistant Land Officer for the New Territories, that
a salary of $3,000 (viz.:- £450) was sufficient; but on
the strong representation of Sir Henry Blake as to the in-
